The £90M Perth West project offers a strategic opportunity for purpose-driven investors and corporates to co-create a residential and commercial net-zero exemplar generating long term and sustainable benefits.
Driving business and place innovation in energy and mobility, it will facilitate a rethink of the way we live and move around cities, because it has been developed specifically with sustainability at its core.
The project will contribute to three of the Ten Points Plan for a green industrial revolution as it aims to develop greener buildings, decarbonise private car, commercial and logistics transport, and increase journeys of green public transport, cycling and walking.
Perth West aims to be a catalyst for the transition to Net Zero across Perth & Kinross and an exemplar project for the UK. The development comprises:
The Invest In Perth team is currently seeking interest from both existing and start-up businesses in all areas of smart investment. Boasting a reputation for excellence in renewable energies, local energy systems, low carbon transport and waste management Perth’s ambition is to become one of Europe’s most sustainable cities.
The Opportunity
The development is a 130 hectare zoned development area, with 1,600 units of mixed tenure housing, a distribution centre (30,000m2 +) , business park (20,000m2 ) for commercial office, industrial, hotel, leisure, district heat & power system; and an academic centre.
There is a strategic opportunity for a joint venture partner, debt or equity investment to bring forward a Scottish Eco Innovation Business Park. Capital expenditure is £50 million, GDV of over £100 million, peak borrowing of £20 million. It covers capital and revenue projects in infrastructure distribution, commercial and residential property, and district heat and power network.
The Investment and Returns
The development is supported by more than £140 million of planned public investment in infrastructure.
Investment returns will be generated from infrastructure revenue through property rental and heat/power streams; and revenue from design, build, finance and management of the academic facilities.
Current Status and Planned Phases
The infrastructure has been designed, with costed design solutions now in place. In parallel to this, a district heat and power feasibility study for the project has been commissioned by Perth and Kinross Council, Zero Waste Scotland and the project promoter.
It will be delivered in four phases. Phases 1 and 2 consist of a trunk road and service infrastructure to open up the site, along with 800 mixed tenure houses and distribution consolidation centre.
Phases 3 and 4 consist of 800 houses and an academic centre plus 20,000m2 of business land.
