Stirling Smart Mobility Monitoring Network

Project Overview

In 2018 Stirling Council, Environmental and Transport Planning Team introduced a Smart Mobility monitoring project as part of the 8th City programme. The project includes column-mounted journey-time monitors and pedestrian/cyclist counters and associated equipment purchased to fill the gaps in Stirling’s transport monitoring network.  All monitors and counters are solar powered (supported by high-capacity batteries) and are constantly recording and reporting data remotely back to the office via telemetry. 

Software was included in the procurement to allow the retrieval and analysis of data, as well as fault reporting capabilities, which allows the Council to address faults as soon as possible, minimising data loss.

Data is collected remotely and analysed by the Stirling Council’s Environmental Technician and Transport Planning Technician.  Raw data is also available via the Stirling Open Data platform; summarised data is provided to transport staff to inform planning decisions.

Why is it needed?

Stirling Council identified the opportunity to instal smart infrastructure to provide real-time data and support observation of the entire network when road closures impact traffic flow.

Tracking number of pedestrians, cyclists and vehicles also assists transport planning and monitoring of any changes to travel mode share for each route in response to infrastructure projects.

Impact and Benefits

  • The service is now more responsive by producing real-time data on journey times, allowing adjustments to be made to the road network during major road closures, for example.
  • The remote technology has significantly reduced officer time needed to download data and routinely replace run-down batteries. 
  • Data is made more widely available via the Council’s Open Data platform which was also part-funded via ERDF as part of the ‘Scotland’s 8th City – the Smart City’ programme.
